Police have been doing this to men on the street for minor traffic offenses for years now with nothing being done about it. Clearly it was horrible for the victim. Torture is illegal in any and all circumstances and the application of electricity to the testicles constitutes torture. I'd like to know when the Justice Department is going to begin prosecuting anyone, police included, who use Tasers on men's genitals. There's nothing funny about this.
